Soldiers not populating forts
I just did a scenario where I had a Mess Hall full of food, a recruitment center constantly supplied with weapons, and a light infantry fort that never got a soldier. Fortunately I made enough money to bribe off the enemies until I could make the ratings.

Afterwards, I reloaded the autosave and rebuilt the fort closer to the recruitment center and I saw the quartermaster go grab two pieces of food and then disappear. Is there something I'm missing here?

Figured it out. Apparently Recruitment Center is one of the few buildings in the game where the orientation really matters. Pointing the entrance towards the road makes it work.

I'm glad you figured it out, but actually, the orientation of all the buildings make some difference.

You don't have to face the building precisely at the road. If the people have to "go round to the back" to get in and out, usually that's just what they'll do. But it does take a little bit longer.

However this is the first I've heard of pointing a building the wrong way, and the people just give up altogether. Maybe it's because of the size of the building.

Altho it does occur to me that maybe there wasn't any way around to the back, all routes being blocked by other buildings, walls, or whatever. Maybe that's the explanation.
