Scenarios list
I just installed Caesar IV to Windows 10 and only four Scenarios are listed. I checked the gamefiles and there are a lot more than four Scenarios available. How do I access these from the in-game Scenarios selector?

I'm betting those are the scenarios for the campaigns... not much in the Campaigns folder and some of those names sound familiar.

I am just looking for sandbox-style city development. In the manual, that's listed as playing the "Scenarios" but there are only four available from inside the game. In the file manager though, there are many more available as SCN files, but I don't know how to access them from inside the game. It looks like a computer error, since the Scenarios available from the game are listed alphabetically from A to D, like the list got cut off maybe.

Hm. Maybe it is just the four. From Wikipedia: "There are still five more scenarios that are sandboxes: Amida, Corduba, Cyrene, Djedu and Roma. The last is only available for people who pre-ordered the game directly from Tilted Mill Entertainment. "

Amida, Corduba, Cyrene, and Djedu are the only four Scenarios I can access with the Steam version. It looks like the other hidden Scenarios are not sandboxes and have to be unlocked with non-sandbox play.

I started playing Caesar from Caesar II. I liked the music. I liked the idea of being Caesar. Then came Caesar III. I played it for years. Then I wanted to play Caesar IV when it came, installed it, but my system was not sufficient and I never passed even the first assignment. So I forgot Caesar IV.
Quite recently I bought a good Laptop with Windows 10 and with double video graphics cards, and by this time Caesar IV was available Online.
I had some starting trouble, since the game was old, the systems are new, and one has to tweak the setup file etc. I did and voila, got it ready to play!
After finishing all the assignments (Admin and Military) in Medium setting, I started the HARD way. I finished all the assignments in HARD. In record times too. I used to set myself a maximum of 3 or 5 years for an assignment, some finishing within a single year!
I thought of doing one sandbox and quit. I opened Amida, which is the first in line. I found out you can’t hit 1 Million people and even if you did the game doesn't show you as WON because of some internal game setting and programming. This sandbox game is not meant to be WON perse. You just play it till you are satisfied or bored to death, and then you quit. Then I rrad some reviews about Amida, and saw a girl telling us that she played Amida and got about 36000 people and maybe a few thousands can be squeezed in, etc etc. The main issue those who played faced were food, and employment.
I thought what the heck let me play and reach 50K and show it as kinda achievement.
Started playing on HARD, but whatever I did I just couldn't get past 40K. So, I decided to end with 40K. Then one night I had an idea, several, the days of my playing Caesar II and III danced in front of my closed eyes, at night and then I started out with new and newer ideas, implemented them all, and hit the 50K mark. Then I thought okay let me hit 70K, but that was asking too much. Then I decided to hit 50K with all the pillars registering 100%.
This is I did.
Then I set out to hit 70K without the pillars (Achievement pillars in all 4 categories, like Favor Rating, Culture Rating etc). I did. Then thought of 80K, hit that too, and then what the heck, let’s do 100K.
I must add here that I had a hard time achieving each target, spent almost all my free hours and borrowed heavily on my working hours, waking hours and sleeping hours.
I had whole city collapses 4 or 5 times at 90K. Not to mention the 100s of times the game run time errors and closing on your face. I tried all kinds of new ideas, replayed the scenario from scratch many times over. I was almost coming to the idea that I better quit this and go to work.
Then I saw a message from a Group Posts that I subscribe. It said, “Whatever work you do, you do it completely!” Then I racked my Roman brains and came up with some beautiful path-breaking maddest and cruelest ideas, since when you’re in Rome you gotta think like a Roman, a Caesar, to be exact.
Today, I hit 100K. Tomorrow I am rejoining my office job online.
Goodbye Rome.
ROME!
Maybe I will start playing Rome II. What do you say, guys?

You need to work through the rRepublic to then unlock the Empire levels.
There are alot of levels for economics or military levels such as Ulpia Traiana, Antiochia, Moguntiacum, Tarsus etc.
