If you guys have not already found your own solutions, here is what has worked flawlessly for me:
As an R9 380x user, I suspect there is an issue with the 300 series cards and Wattman.. For quite a while, several games, most notably Redout on Europa and Volcano, would give me the same error as OP. I assume that Wattman is malfunctioning and making the card or the game think that it is overheating.
In Gaming>Global Settings>Global Wattman, set "Frequency (mhz)" of GPU, Memory, and Fan to "Dynamic" (i.e. all switches should be moved to the left). As far as I can tell this tells Wattman to mind its own business and let the card run as normal. Redout has been working like a dream ever since, with no recognizable issues for fiddling with Wattman settings.
So it is indeed an Unreal Engine 4 issue.
The funny thing is - Redout demo works perfectly fine - must've been built using older UE4 release.
2nd funny thing - it happens on some GeForces too.
Sounds like it's out of our hands at this point...

Don't know if it's related but it also seems to be an issue between AMD and the UE4 engine

Since this issue came up a few months ago (in 4.14, 4.15, 4.16) and is still unresolved
I do believe the easiest workaround would be to build the game using older UE4 release:
4.13 or 4.12 or whatever was used for pre-Enhanced edition of Redout.
Or maybe release such build as beta so all folks with said error will have an option to use it instead of official version utilizing 4.15 UE4.
I gave it a try again after the latest hotfix for kicks, and it's still there :(
That said, I'm impressed by the massive performance improvement when the game is working up until the crash.
