I still don't understand why Developers insist in splitting up the game communities
I think this is definitively not a thing that is totally up to the devs. I mean, of course is up to the devs decide on this thing, and I'm pretty sure that every dev in the world wants their players to enjoy the game as much as they can do.
I think we don't see so much crossplay in game industry because the devs of a particular game wants to concentrate on something more important in that moment, or they don't have the people to work on such a great thing like cross play, or the effort to make this feature happen is way more expensive than the benefit the studio/publisher will receive.
If you're thinking at Overwatch, I want to say that Blizzard games does not count, because it's Blizzard, essentially
I've been wanting GTA Xbone crossplay for a while
And I previously even didn't mention that console's first party (e.g. Sony, Microsoft) can oppose to cross play for marketing purpouses or other similar tomfooleries

Also this game in particular might be one of the few games that benefits from the p2p model and doesn't need servers to keep the game going.
Thing is, are devs making enought money to keep supporting this game?
Well, first and foremost, full crossplay is impossible.
Psyonix does it for Xbox One, Switch and PC (no PS4) but they were *not* small when they started working on it.
Think about the number of games that support this feature out there, and wonder why it's so short.
