1- what hertz is the monitor set to in windows?
2- do you play with vsync on? that plus 1st question might be the reason
3- 3060ti isn't that good for that huge resolution, try to step it down a bit, see if it helps
4- MOP is abandoned and it might bring bugs with it, but it still don't think that's the reason, it config comes with fps uncapped by default
i play the game with a ryzen 7 5800x3d on full graphics and no mop stuck at 165fps (due to vsync and hertz).
I'd start by seeing if the runs good with no mop and at 1080p, after that, start to step it up step by step
^ just like kirby said, this game, raw single core performance on your cpu is all it cares about, if your current cpu doesn't have that, you already failed.
when it comes to that resolution, this game in specific you shouldn't have any problems running it with that gpu and a better cpu, problem comes with other games, other than a 4080 - 90, there's no real gpu that's good with 4k resolution
have you taken a peek at your drivers versions? if there's any updates? that also might help
(i advise 561.09 for nvidia), im not familiarized with intel, if that's the cpu family you're running, i can't help you with that, you're on your own
Regardless that CPU should get better performance than that. You could try reinstalling the game and starting a new save file.
