This game's engine requires a very powerful single core cpu, which yours looks to lack in that department.
Got a ryzen 7 5800x3d and play with 200fps+ with no mop installed. (it's an abandoned mod anyways, introduces more bugs than helps, honestly)
And to answer your mods opinion, you know the shower feature? That was a mod that Topless added to the game, which means that, if topless decided not to add any "performance" mods that you so call better than the game itself (which in reality just disable unnecessary items at long distance to achieve your so beloved fps) introduces another problem, and that is that, sometimes, the game bugs and items start to duplicate themselves, which on a the long run, it creates the same problem it had before (too many items = less performance) so that may be the reason why something like this has never been added, officially, to the game.
Unity isn't a perfect engine, especially not the version used for this game, fact is, Topless won't update it because that would require a full re-write of the game, which will never happen, that's why, atleast for MWC, he's doing a bit of code performance, which is stil better than nothing.
