Here's a way:
Download the mod. I recommend nexusmods and racedepartament as those are well know platforms and they shouldn't have malware on them. (You can't guarantee 100% safety on the web, but those sites shouldn't be dangerous) Most of mods are packed into a .zip file. There should be a [modname].dll file inside. Extract and copy the [modname].dll file, and paste it into the mods folder (Program Files (x86)\Steam\steamapps\common\My Summer Car\Mods)
You're done!
Note: a lot of mods require MSCLoader. Do NOT install Mod Loader Pro, it's been abandoned for a long time (over 2 years I think) and doesn't support a lot of modern mods. Also this is for Windows 10, I have no idea about others

As Jamis said, though I'm yet to encounter a mod that doesn't require the Mod Loader, so I would definitely recommend installing it first.
