If you have taken a break, and come back to the game, the tires you acquire from the abandoned house come with VERY low wear life to start.
The stutter and squealing I was hearing was because of a combination of playing with a G920 steering wheel, and really bad alignment.
For the G920 I have to have to use autoclutch combined with a funky deadzone to get manual shifting with an H-pattern to work correctly. The autoclutch prevents the car from stalling by disengaging the clutch when the car is near stalling. Because my alignment was so bad on the car, moving the car at all would cause the tires to squeal, slowing the car, and triggering the autoclutch. This caused the autoclutch to engage and disengage rapidly while in gear. Therefore the autoclutch rapidly engaged and disnegaged my clutch, squealing my tires, and as a result damaged and popped them.
I figured I would post my solution in hopes that this helps someone else.
