so basically should i use the pistons in the garage at the start to build the engine or buy new pistons from Fleetari

That depends on which ones need replacing.
If not using mods, you can visually inspect them. There's usually 2 that are more black and hence worn out than the others. Note which piston # they are and then buy those same #'s from Fleetari.
If you use MSC Editor, however, then you can load your save in it and it will give show you which ones are more worn with a %.
Again, buy those same #'s from Fleetari.

the pistons with black top can rest for some while but would be probably good idea to replace them anyway. espically if you dont plan to do rebuild in any near time
what if i start a new save and i'm in the "Satsuma Fix-upping" phase and i'm building the engine basically should i go buy new pistons from Fleetari or use the ones in the garage at thee beginning of the game

if you dont have much of cash then you should probably use those pistons for time being.
