How do I access the My Summer Car configuration screen?

So when I launch MSC (My Summer Car) I used to get the configuration screen which had the graphics option and the launch option, now I get "Open in Steam" Can someone tell me how to acces it?

I can't find a way to NOT get that screen, whether I click Play in my library, start the game from the taskbar or clicking the .exe.. Are you sure it's not in the background somewhere?

If it's really not there, first thing to try is verifying the game files. Right click the game in library>Properties>Installed files>Verify integrity of game files.
