i bought tires at fleetarin or whatever its called and i cant seem o find them where are they

for some odd reason even when all of the 4 bolts and the big one are unscrew i still cant take off the wheels

You have the car on the carjack right? Then unbolt all 4 screws and right click on the wheel.

Or you can also bring the car to fleetari with the wheels on - and then order new tires and he will change the tires on the car.

now i cant get the car without mods to him becosue tire is broken but now how do i take the tires off so he can put on new ones?

As said put the car on the carjack and then remove the wheels. Unbolt all 4 screws and then right click on the wheel.

The wheel can't be touching the ground to remove it. And just for future, the center bolt isn't holding the wheel, you don't have to unbolt it.
