Uncle's blue van doesn't spawn

I tried multiple saves but for some reason the van won't spawn in front of the garage? is is supposed to spawn somewhere else or is my game broken?

It depends on the save if you dont have the key for the gifu it randomly appears in front of uncles if you do have the key for the gifu it will spawn next to the inspection shop and if you download a save from websites it will depend on where that person last put it.

where is the inspection shop? I don' have any key and I just assambled the engine and can't get the rest of the parts, since I can't carry stuff with the moped. It's a stock save with no mods...

If you havent gotten any keys and just started the save it means you have to get the key for that to happen you have to wait for the van to spawn at uncles the house behind yours when it does go over to his door and knock just spam it until he comes out and you can grab keys and it can happen i would between wednesday and sunday and around the 2nd week at about wednesday or thursday he loses his license and you can have it permanetenly the inspection shop is behind teimos.
