Then to tune them further, while engine is running, loosen them by scrolling down until they start clicking, and then scroll up once to make them stop clicking. This should tune them for optimal performance.

Strange because the old method seems to work perfectly for me. Though in my case i just scroll up until screw stops turning. and then down about 10 ticks. Doings so will allow the car to start up without any ticking. So i can then tune each screw individually by screwing down
If the rocker shaft is already ticking, then i don't know see how exactly scrolling down each screw will allow to figure out which screw is causing the ticking? If it's too tight or loose it will tick.
EDIT: And your method of scrolling down only works IF starting a new game with a fresh rocker shaft. But if you READ OPs post he says it's already ticking, which indicates he has already messed around with it. Which in that case doing the old method should as far as I've experienced reset it to a neutral state.
