Scroll up about 20 times or until they stop turning on each of the screws. Then scroll down about 10 times for each one. This should put them in a neutral state where they shouldn't click.
Then to tune them further, while engine is running, loosen them by scrolling down until they start clicking, and then scroll up once to make them stop clicking. This should tune them for optimal performance.

First, you should play a game a little then give some advice. This method is outdated. There was update which changed it. You only need to scroll each screw down until ticking sound. One by one and you will have best perfomance tune.

yeah i tried it with the old method and it didn't work, but it's still a pain to be able to tune it correctly

Strange because the old method seems to work perfectly for me. Though in my case i just scroll up until screw stops turning. and then down about 10 ticks. Doings so will allow the car to start up without any ticking. So i can then tune each screw individually by screwing down

If the rocker shaft is already ticking, then i don't know see how exactly scrolling down each screw will allow to figure out which screw is causing the ticking? If it's too tight or loose it will tick.

EDIT: And your method of scrolling down only works IF starting a new game with a fresh rocker shaft. But if you READ OPs post he says it's already ticking, which indicates he has already messed around with it. Which in that case doing the old method should as far as I've experienced reset it to a neutral state.

I think you can reset rockershaft tuning by removing it, then saving and loading save again but i'm not 100% sure. After update, it's way easier to tune then it was before and mainly less confusing for new tuners as there is less positions and screw can't be rotated infinitely. If you are not sure what screw is causing noise then just try few scrolls up on each one and do it again if sound is still there. If noise do stops then just do it again one by one and you need to have to be precise with your mouse wheel so one position is like one tick on mouse wheel not full scroll.
