I've had this bug but have not stolen any fuel.
You mean something like this https://i.imgsafe.org/8770b63030.jpg This happened me couple days ago. But quiting and reloading my save fixed it.
Chances are you might have missed one bolt fully, leading into the whole thing coming off.
Don't edit anything though, that can royally screw up your game.
If you miss one nut or bolt, all the bolts of that part will be saved as not tightened, and, I *think*, all the bolts in all the parts depending on it as well. So if you miss a bolt on your McPherson strut, then your disc brake and wheel and even the halfshaft and steering rod may all be saved as "loose".
