Car Makes whining noise

For some reason My car makes a whining noise when trying to start it. The car won't even start. the engine keeps turning over but wont start. the whining noise sounds like a toy police siran. and my car radiator leaks =C. Can anyone help D= please

Whining noise os from your starter. Adjust it on every notch until you do not hear it anymore.

Try tightening the fan belt, put the alternator on its furthest point and then one notch back, that should stop the whining noise.

i did what you said, but how do u tighten the fan belt?
and now it won't start :(

To set the fanbelt, undo the screw on the slide attached to the alternator a couple notches, then scroll with your hand over the alternator pulley to move it in and out. Once you have the desired setting, tighten the screw again.

When first starting the car, ensure the pulley on the alternator is visibly touching the fan belt. Once the engine is running, loosen the alternator as far as you can before you hear a squealing sound.

I know this is way late, but i tightened the fan belt, as far as i can, and thats not it. I dont know how to describe it, but its like "eeeeee, (wait) eeeeeee (wait) eeeeee" continuously. The car wont start, it just does that. I tried almost everything, nothing is working. Any help would be awesome. Im also able to send an email or something with the video clip, if you want.
