I say make the manslaughter carwreck mechanic apply strictly to the Gifu while running walking over folks applies to any car,
BUT add AI avoidance bounds for ridiculous walker pathing such as the middle of the highway. There's plenty of reasons to be crossing the dirt roads and city streets in town, but not the highway.
