Overall you can use the Boat at Game Start to get started; stopping at the Cabin, put all that loose stuff from there onto the Boat, then go to the Store (bring the 98-Octane Jerry Can with you) and fill up gas can, which fills up Satsuma to approx 50% worth.
Also be careful with fan belt; many areas of the game it can just fall through; try to only drop in (when considering the ground) onto concrete areas, NOT areas that are dirt/grass only.
I'm still never seeing any loose parts at the Mechanic Shop; what exactly has to occur for those to become available? I thought the fan belt would be one thing that would be there right away, since the game starts you off without one at all.
If your fan belt keeps breaking pre-maturely; then you do not have the alternator set to the correct place. If the alternator is too much forward (needed to get the fan belt on in first place) the fan belt can come off easily again. If the alternator is too far back (tight) then this can wear down the fan-belt much much faster overall. I will say this once again...

> switch to hands, move alternator forward/left all the way
> install fan-belt
> move alternator all the way back/right; then about 2-3 clicks forwards again; just to ensure not too tight; start the engine and quickly go back to look at fan-belt, if there is any squeaking noise, using hands, move alternator 1 click at a time, to the back/right. The click that makes the noise stop, this is where the alternator should be then. Now secure it to the bracket using screwdriver. Again be mindful of where you point your hands. #1 Hands moves the Alternator (when it is un-screwed); #2 Tools (Screwdriver) moves the bracket screw back and forth. Screw all the way in to secure alternator position to bracket.
