I have a feeling MSC has a lot of autobiographical elements from TG's misspent youth so it's probably largely based on his home town.

According to Wiki, the postal and phone codes point to the former Oulu, current North Ostrobothnia/Kainuu region. The town's postal code is the same as the village of Voltti in municipality of Kauhava in Ostrobothnia Also, the Datsun 100A is featured in the film "Pohjanmaa" ("Ostrobothnia").

Yeah, if any of the real people are still alive, it's better to do a fictional place to avoid libel lawsuits ;).

However, I'm still getting the feeling that the type of car to build, the jobs the player can do, and some of the NPCs come from personal experience ;)

Yeah, I also think around North Ostrobothnia like the wiki mentions. Also Jokke (the drunk guy) has mentioned in one of his dialogues that his wife is moving to Vaasa, which is actually in Ostrobothnia if I'm not mistaken :)
