Actually, she'll be out provided it's not storming directly overhead. I've seen her out with lightning in the background and dark clouds overhead.

Sometimes people will only spawn when you're not there waiting for them. Strawberry guy is one example. If you get to the field before he does he doesn't show up.

Teimo is an exception since he rides his bike to the store. The trouble there is the two doofi out front may run him over.
