Blue Van Not Spawning

I;ve looked at videos and i did all the stuff but nothing happenes its been like 3 days (ingame)

uncle doesn't make a phone call, what are you talking about?

Install the Driver's seat in the satsuma, a timer will start counting down for uncle to appear
after around 3 and a half hours the timer will reach zero and you need to be away from the house for uncle to appear
once you get the van keys another timer starts counting down, this time for the truck

Not forever, until he loses his license you have to return it or everytime you sleep he will take it back.

When you have the car build and inspected and you have the license plates for it. Only then will uncle be outside his house with a case of beer, telling you he lost his license and he will give you permanent access to the van and truck

When you get the van, you will get the sewage truck (gifu).
It will be located at the sewage facility in the town.

You can keep blue van when it spawn in inspection station. Before that uncle uses that car two times.

i started a new game today and almost finnished building the satsuma but still no van

So wait, you can only Get the van permanently AFTER you finish the car and you're allowed to drive it around?
