So who is this fat old man in the woods?

I'm sure this has probably been asked before and I've searched but I can't actually find anything partaining to this specfic guy; I've found several threads about the guys you find in town, some whom wander long enough to reach the players home in rare cases, none speak of a guy of this description

I know he's not one of the city walkers, he always spawns in the woods closest to the players home and just wanders around, gets run over, etc. Sometimes he's not there, sometimes he is. At varying times.
Heck I even kidnapped him before and brought him to my house, as expected he vanished later.

Is he like some relative, is he one of the parents? like what is he doing so close to my house, and why is he wandering in the middle of the woods like he's having some vietnam flashback.
