Was there a new starter on the shelf?

There should always be a new starter on the shelf if existing one is not attached to engine (means u never need to wait until parts break completely to be able to buy a new one but u can just disassemble whole engine and buy parts as new when ever u want to).

Aim at the cash register, it should accept payment when fleetari isn't speaking. It's like at water treatment facility when that guy is speaking u can't pay.

Did u click on the part on the shelf so it disappears and cost 295mk is displayed on the register? Then when u pay it will appear on the desk.

U should be able to pay it unless game has glitched somehow. Maybe save at fleetaris outhouse and try to buy it again

Yeah I usually have to lean inside the register to pay when buying parts from him, probably due to mods as Al mentioned.
