Have u pressed "Calibrate"-button in car controls menu?
Maybe download whole game again (take copy of the save game if u dont want to lose it)
I don't think it's hardware or driver issue because as u said shifter works without issues in other driving games (can u specify the games where it works).
If there was issue in the shifter then it would show up already in the logitech profiler if u test gears there.
When u start this game it goes first to start up-menu where u have resolution options etc, that menu has some control-settings too, maybe u need to change something there.
I'm no sure about this but check steam -> settings -> controller (try with generic controller disabled or enabled or if u see your wheel there then try setting it up).
