Where can I find the money file so I can tinker with it so I can mess around in-game. (Buy out the whole shop at once lol, it's my dream)

If you rule out waste handling fee and some diesel, a full sewage run will get you around 9k I think. To buy out Teimo you need around 6-7k. There's your dream(^^)
