yes the ignition being on will drain the battery, so does everything else, even just leaving the car for a while will drain the battery slowly. it's obviously the battery, the starter being broken will not stop the light from turning on, your starter is fine.
Does the battery charger even work? It stays on 12v no matter if the battery is new or not I noticed.

But yes, OP, leaving the car in ACC mode will drain the battery if the engine is not running. Likewise with leaving your headlights/interior lights on, radio going, etc. The alternator charges the battery or vice versa or something?? Somebody clarify!
This is something I've encountered IRL. Was hanging out in a truck listening to the radio for a while, and 2 hours later the truck wouldn't start. Needed a jump.
I am not sure about the alternator in game. Thats the thing, you know how all this stuff would work IRL, but if it translates into the game you dont know.
