Just win / steal the Ruscko. It's the van in car form. Mind the wasp nest inside the car. Even if it's late dusk or night and they are dorment, as soon as you start the car they will attack you. I just killed them with MSCEditor. Best of all if you steal it the owner never comes after it. Downside is, no seat belts, no licence plate so you can get a ticket at police checkpoints and the wasp nest inside the car is a eyesore.
The last version was more or less to show what was currently in the game and how everything worked, this version introduced the overall story of the game which also included your Uncle owning the van and tanker. Now you have to actually borrow the van and tanker from him instead of having full access to them at all times. Which also means he comes and takes them and the keys back.
Like the patch notes said you will at some point have full access to them again. People are saying this happens in two in-game weeks when your Uncle loses his license.
