What does the "Uncle Time" value mean in My Summer Car Editor?

I know when it hits 0 that means the Uncle is spawned in, but if my timer says, say, 1500 what does that mean? Is it 1500 in game seconds? Hours? Days? Any help is appreciated! :)

Well we don't really know much, we know for sure it is not time related, so not hours days or seconds
