You had a ton of badly stuck parts, and not just those seats, pretty much everything on your car. Whatever you were changing or doing before regarding things in MSC Editor (or other tool to mess with parts) please stop, or learn how to use it. Things like "tightness" may not auto-adjust to correct values if set wrongly, and this can make parts stick or cause collision issues.
Left over loose parts and toolkits I changed out, I moved to Teimo's Shop by the loading dock.
Delete your MESH file before reloading this saved game also.
