What did you use to change your music files to OGG?
They need to be like this:
128kbps (max)
Mono
Normalized
Then they need to be put here:
C:\... \Steam\steamapps\common\My Summer Car\Radio
And named like this:
track1.ogg
track2.ogg
track3.ogg
etc... 99 is the max
For higher chance of playback, best to limit your # of total tracks.
Each time u load game to Main Menu, click "Import Music" before u click Continue (or New Game); otherwise they will not be made available in that game session.
If using the Older Radio in Cars, Van, Truck, Tractor; you need to tune to this station

For the handheld boombox; press ON, turn up Volume, then next to volume is basically a switch for A & B; switch til you hear one of your tracks. Same goes for CD-Player in Satsuma too for most part.
^This
Track01.ogg
or
Track1.ogg
No spaces in the file names.
Whe you load up game to its in-game menu before you click Continue click the option to search for Import Music Files at the bottom. Do that each time you load up the game.
