Risky? Do you expect someone to install virus in your save file or something?
Try this: First of all you have to fill your car with fuel, Coolant, motor oil and clutch fluid. Make sure to fully fill every single one of them. Also there are 3 holes for clutch fluid. Make sure you fill up all of them. I hope you also bought fan belt and put it on your engine. After you've done that just get in your car and put gear in neutral, then try to start it. Give it a little bit of gas if it doesn't want to start. If that doesn't work, restart your game (first save then quit and then come back) and try again. If this doesn't work you probably didn't tighten your screws somewhere, probably in your engine. Since it doesn't start I guess it could perhaps be something with starter or with pistons - just a guess.
But seriously. Save file would be helpful if you want us to help you.
So. I've watched the video. By starter I meant the real starter. Starter is located on the opposite site of where you drive (In the engine ofcourse). Starters task is to start the engine. By the sound it makes I assume starter is pretty much fine:

You did 1 mistake tho. I don't really have exact idea of how much fan belt should be tightened but I am pretty sure it must be tightened all the way to the right (+1, -1 - you can adjust that later if you encounter any problems). Just make sure it doesn't "squeak". After you've done that you MUST (you forgot that) tighten the screw! As I said you forgot to tighten the screw with your screwdriver after you tightened the fan belt. After you do that try again.
After you've done that, focus on your pistons and piston rod. I am pretty sure one of the screws on it aren't well tightened. Your starter sounds okay in the video and it is trying to start your car but something is preventing it to start your engine. It might be one of the pistons that aren't tightened well or just one of the components around the piston. I am more than 80% sure that this is the problem. I would also really want you to send me your save file so I can take a look at it and just tell you what's wrong. At least that would be the easiest way to do it. I have to take a closer look. By that I mean I have to check every component in your engine to make sure that everything is okay. If you trust me more or less, save file is located here:

That is the location. Go under your user and then there is folder called AppData, after that there is few local files - Click on LocalLow, then just copy and paste your amistech folder. Basically save files are called: default, graveyard, items, mehsave, trophies, options.

The rest of the files are not needed.
Also there IS a sweet spot for the fan belt; you don't want it too loose or too tight.
