How to race yellow car driver

How do I start a race with this ♥♥♥♥♥♥♥? I keep giving him the finger, and he cusses me out, but we never start racing. I also tried punching him, but that does nothing.

Pull up next to him, look at him for a about 15 seconds and he'll ask you if you want to race, continue looking at him and he should start his car. That's what i do, still not entirely sure how he works :p

I "accidentally" killed him while racing, slight poke on rear bumber at 160-170 km/h when my tires skidded in longturn and he hit to an oncoming car... havent been in town after save so dont know if he respawns :D
