Satsuma must be completely stock to pass. Nothing less, nothing more.
Any extras (even a gauge) remove it. I for one like to buy and apply the extra gauges right away, but for inspection, remove them, have him inspect it, then after pass, re-apply them again.

What is your Home Garage that is NOT needed, as considered extras:
- Dice
- Xmas Lights
- Hub caps
- Back seat
- Rear dash (carpet / wood) / Sub-woofers

All other stock parts must be installed; nothing after-market.

You also require the safety triangle to be inside the vehicle during inspection (it's on the rear of the Tractor)

If something is still failing, then you missed a bolt somewhere. If you can't find it, you can easily locate it with MSC-Editor, as a means of double-checking things like Bolts, and also seeing a % for wear+tear on parts that degrade.

Most likely yes, because Rust or Cosmetic Body Damage is not a valid reason.
Plus for Body Damage, simply delete the mesh file and reload the save; very simple.

Again you can verify damages or loose bolts using MSC-Editor

Don't forget, you don't need the front grille. Ive had two cars pass without em.

True, the grille is just cosmetic.

Either the Stock RPM Gauge or Clock are also optional. As the inspection calls for Speed-Ometer (meaning the Dash is installed and bolted) but other gauges are not required.

Overall, a 5-second check with MSC-Editior would help u verify where the issue is.

I basically stated that much; all parts installed must be stock in order to pass inspection.
