Electricity bills and how to pay them
So there is electricity bills in approved list so I have few things to make it work and realistic.

1. Bill comes to the mail box what is out side of home.
2. You need to pick it up from there.
2. Local bank where you take the bill(there is bank officer, woman pls) like you take the evelope.
3. If you don't pay the bill there's no electricity in the house. If you pay it too late, electricity should come back after few days.

What about water bills? Shower and faucet should be turned off in weeks if you don't pay. We need electricity company to the town and post office (or just mailman walking/biking around as NPC.

I'd imagine you'd have to post the bill in the mailbox on the side of the store.

And I think I remember someone saying there'd be water bills aswell

No. In the 90's you had to go to bank to pay your bills.

A lot of the time a shop like Temos would serve as a 'bank', as well as a post office. He's probably the local signatory as well.

Alternatively have a diesel/kerosine generator near the house you can fill up. No bills.

Makes more sense that there would only be a water well where your house is located deep in the woods, thus only needing to deal with electricty
