Otherwise I recommend waiting out the jail time and reloading, seeing if that fixes the issue
I got a few QoL mods now but the issues were there even when I had the game completely unmodded.
I tried reloading several time. Nothing fixes it. I found another threat where a guy said he couldn't get it to work either until he manually set the tank levels to full through MSC Editor.
I think I would go ahead and try that then, it seems it could be an issue with the game checking to see if the job is actually ready.
Yup, that works. Though I'm not sure what the correct value is lol. I remember the guy in the thread saying "49", I typed that in and it makes the NPCs spawn... but also the sewage level is now into the stratosphere.
In MSCEditor find the entries "sh!twelllevel01-05" (Replace the "!" with "i" of course) And change the values of the ones you want to fix to "4.9", the editor will round it up to some weird number but it doesn't matter. Also change the "sh!twelllevelcalled" attribute to "true" so it shows the dart on the map.
