Maybe it's because when you start a new day, it "actualises" the reading on the sewage well, and considers that it is no longer full, so the NPC disappears ? It happened when I was pumping at night, so I can't say for sure.
Having ignored his request to empty the septic tank the marker didn't go away but a week (gametime) later I got the mission phonecall again and this time he's home.
i went there i believe, the next day and he was not there. did not check if well was full. has happened at both houses in the city, at least twice to me.

Only way how customer could go missing during the job is that if you leave the site. The tolerance is about 150 meters. For the #1 problem I have no answer at all...
to fix this go on msc editor and go onto "♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥" and pick "false" on "♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥♥" it will get rid of it on the map, hope this helps
the blurred out bits say "nr2welllevel05" i cant say anything the word that you produce out your body when you go for a nr2 on the toilet
