Report a translation problem
I have had the exact same D3D error messages, texture allocation failure errors & crashes with F1 2017, very similar, very annoying, and only when playing F12017.
I have RTX2070 and originally had everything on ultra.
I spent ages changing settings and making notes, and in the end, I am now playing without crashes for quite a while. Can't guarantee the following has cured it completely, time will tell.
I still haven't narrowed down exactly what causes it, but anyway, after lots of changing settings, it seems to be some kind of conflict between nvidia settings and ingame settings.
In Nvidia control panel/manage 3d settings/Program settings, I created a profile for F1 2017.exe, turning OFF pretty much everything, so that the game controls most of the settings. Then I turned all game settings down to medium.
Now it seems to work ok (so far).
Here's all my Nvidia control panel and game settings:

**If this seems to fix the crashes, then raise the graphics preset to medium and see how that goes. My crashes return when I raise it to high - I'm just happy to be able to race again, but still keeping notes when I race and hoping to be able to raise the graphics further eventually.
Under nvidia control panel settings
adjust image settings with preview : Let the 3D application decid
Manage 3D Settings : is default, but i use (Let the 3D application decid) under adjust image settings with preview

Today i played the game for 3 H 45 m , I did all the practice and race in Australia and China .... I didt not get (The D3D Device has been removed! Reason: 0x887A0006) - ( The D3D Dvice has been removed. Try updating your drivers or changing your graphics/texture settings to lower the video RAM requirements) It worked fine :-)
I cut not do this before.....
It looks like now i can play the game on the ultra high graphic settings now :-)
When I do a in game 1 lap Australia benchmark on my 2080 Super I get like (150 average FPS) with ultra high graphics ,,,,,Heavy Rain,,,,,,, shadows : ultra+,,, ambient Occluaion : HBAO+,,,,, SSRT : shadows on ,,,, Anti-Aliasing : TAA ,,,,, Anisotropic Filtering : 16x :-)
I will let you know , if this still will work

I have a 2080 Super and a 3700x , I am playing on ultra high graphic settings now.
I haven't had it since
P:S I have not tried having discord or spotify runing in the backgrund on my PC
After I have taken the second monitor cabel out off my graphic card ,and only using 1 monitor + use the nvidia control panel settings ( as I have described 2. mar. kl. 20:55 ) maybe people/players can change these under he nvidia control panel settings
The works for me now , I can play the game on the ultra high graphic settings , (and I have played the game a lot now on the ultra high graphic settings)
