As for the fuel challenge, it's harder for me but with practice it gets better. When you get used to it you manage to drive faster while not droppping to the red too much and that time you save, you can use to stop throttling in some parts of the track, mostly straights. I often reach the finish line in high greens and I am a second or so ahead so I just stop throttling for the last few meters and that little time really makes the bar go high when done correctly.

Keep an eye on your time over. If you're green but have 2 seconds to the good... lay off and get purple right at the end.
Finally. Don't slow too much on corners or you'll require A LOT OF fuel to get back up to speed. Before long you'll be purple at the end with over a second left.
1) Shift up really early. If you listen to the engine note and as it rises shift up, if you do this before any lights appear or at least in the first red lights then you save huge amounts coming out of corners and into the straights. You can see your meter moving to purple.
2) As you approach a big corner, come off the gas early, probably earlier than you expect. You are going to brake anyway so you don't lose that much doing this. If you use the racing line then come of the gas before you enter the yellow zone.
Tyres:
Pretty much covered by everyone else.
Brake in a straight line, don't turn and brake.
Avoid full lock on turning, if you controller/wheel is vibrating you are going to far
Fast gradual corners can burn your tyres, again if you feel the vibration you are turning to hard. Try taking them a touch slower to get through with less wear.
Turn up the engine mode so you gain back the time in the straights.
For both of them go to your car setup and dump all but 3-4 laps of fuel. This goes for all but the race strategy test as all the others just require a single good lap so why bother carrying the extra fuel.
Tyre management is NOT as hard as people make it out to be. Even with the Xbox 360 game pad. It's what I use too. You have to find the right setup. I found it's all about setup and smooth control. The tips people give you about lifting, turning like this or that, blah blah blah, only get you so far. No. It is MUCH easier with the right setup, and I will go so far as to say it's ALL ABOUT setup.
Try this,
Aero isn't that important, but for more control set to 4F 4R,
Set tyres at their lowest pressures; This lowers tyre temps so wear is reduced.
suspension front and wear set to 2 or 3 on both.
Anti-roll bars set to 1 or 2
Differential, set to 60-65% on both on and off throttle,
Brakes (this is probably the most important) Set pressure to 60-65% with 62-64% front bias.
Weight is not really important but because the open differential can cause the rear to slide out from under you when braking and turning, set it forward to 3 or 4.
All of these measures reduce wear far more than any of the "tips" people have claimed work. I get purple every single time. In 2016 using a setup like this I ALWAYS got 10 straight purple laps.
Now it's true you need to lift a bit early and try to stay in a straight line while braking, but that all amounts to nothing if you lose too much time. You also SHOULD CUT every corner you can get away with. If you get a warning, use flashback and practice it until you get it right. Trust me. I have not gotten anything but purple since about a month after buying F1 2016. I'll even post the links to my Steam Workshop set up with screen shots to PROVE I get all purples.

(Edit: I just added screenshots (2017) of a run I did literally 2 minutes ago as more proof that it is possible. It was even during rain on slicks after DRS was disabled, and I finished almost 2 seconds quicker than the program target time.)
I've found there are a couple fo corners in each track that move your slider really far to the right closer to or into purple. Try lifting at the 200 meter mark in every corner. There are some corners that dont give you much when you lift but tehre are abotu 2 or 3 corners on each track that give you A LOT when you lift soon enough. that's all there is to it. There is no big secret or trick to it.
Anyway, I'll give your setup a try. Looks interesting!
