Although ETS2 has the best mod community out there, which means that the base game has been modded to death (it has been on the store for years, that is an advantage too), so for a new customer, that has more value. This game is barely a month old; and the only thing you see as mod is the decals and skins. IF the community will spend some time, you may eventually see new maps and vehicles; which will increase the value of the game for sure.
It is up to you; once done with the missions, you are left with nothing else to do except driving around on the same map (which is on the small side). This may be fine for you; in which case, the game is worth the money spent.
But if you want to see content and want missions; once done with the base missions, there is nothing else to do, unless you wait for new DLC.
Performances are also mediocre; you get often slow down and other issues, including things popping up in the scenery while you drive or walk around; which means that it will take some time for the game to get to the point where other driving games are. Beefier computers will have less issues, although some issues are not related to the speed of the machine, but just due to poor optimizations (the game has been ported from Unity to Unreal).
AI is also atrocious; most of the disappointment of all the other Unreal engine bus games, are coming from the same source; since everyone use mostly the same car AI packages. Takes time to make a good game; so if you want a polished game; wait for few years.
