How can I create Decals and Wraps

Hey, i'd like to create Wraps and Decals for my group, but every tutorial i can find uses an outdated method.... They all use the Unreal Engine Modding method but when i try to install the Unreal Engine Launcher it says Epic Games is already installed which is true but in the Unreal Engine Tab of Epic Games, there is no modding section.....

Edit: I already read the documentation but there are buttons missing for me, and i dont't understand even the slightest of what is written in there xD
