In Sandbox Mode you will get access to all districts and buses without having to unlock them by absolving the missions first.
Couple that with some fun things to do, like shopping and such, and the mode could be really fun and require very little on the programming and asset creation side.

In some respects, I understand to a degree why the game is coded the way it is, but this also makes it unrealistic, because whether or not the player is driving a route should not impact the income for the week.
You should not have to be driving a route in order to attain income for your company, because with ai drivers, you should be gaining income regardless of your own contribution to income generation.
Basically, the player should not be solely responsible for triggering whether income happens. The way it is set up is unrealistic and really should be reconsidered.
This is how the logic is implemented. BS18 is not an economic simulation; so it is expected that actions happen only when triggered by the user. I would not hold my breath to see the devs implement a proper background simulation process, that works with or without the intervention of the player.
I hope one day we will have a game that is able to function independently from the player; and as such; will feel more alive and interactive. For now; the only way to trigger the "next work day and income" is to actually drive a route.
And to try out various areas probably; since they unlock at different stages during the game. Too bad the game just got one map expansion that was very small, so the free roam really does not give you much value in the end, considering that you can unlock the whole map in few hours playing (can't remember how long it took to unlock the DLC)
wish this modding can be done and the other half rest of us be satisfied to enjoy the gameplay as cute little animals too :)
