Regarding the OP's question, we won't get what you call a "legit title" until SCS Software decides to do it themselves. However, with OMSI 2 having terrible graphics and being too hard to get into, this seems like the best possible pick.
Check Bus Simulator 16's reviews, and reviews for this game should be identical. It's in the middle ground between your definitions of "legit title" and "simulator cashgrab".

I have to disagree with you. Omsi is the best most realistic Bus Study Sim out there on the market right now. Bus Sim 18 looks pretty but it will always remain a game that has retained a lot of arcade elements to it.
People bang on about Omsi graphics, it's not exactly ancient and not that bad at all. Many people are frightened of Omsi because it's a proper study-level fully fledged bus simulator written by two Bus enthusiasts!
How about this for Omsi,..for a start, real renditions of cities like Berlin in true-to-life 1.1.scale maps, real bus time-tables, real-time weather for the city you are driving in plus the most realistic bus physics I've ever experienced and so the list goes on. None of that in BS18.
No, it simply was the first one on my list. The others you listed are good too - as well as many others you didn't mention here. :-)
I have never criticized OMSI 2's realism. What I have criticized are two major points that will keep OMSI 2 from being widely played:

- Too hard to get into. Euro Truck Simulator 2 succeeded because they managed to cater to both hardcore and casual gamers, gaining the acclaim of both users and critics. OMSI 2 is an overly complex mess that is not suitable for the average gamer, unlike ETS 2.
Bus Simulator 18 is more suitable for the average gamer. However, due to its many flaws, both minor and major, I don't see it having much more success than the previous iteration of this game, Bus Simulator 16.
Even though BS18 may not be as simulation based as omsi is, i already have 50 hours put into the game and its just a nice, fluid experience without any game-related issues, modding- and gamingwise. Sure, busses may have some problems at this stage of development or are not as realistic as in omsi, but the game itself works perfectly fine.
