Yeah, same issue. Looks like the exe is simply missing or broken.

Try unpacking that so it will replace & add files in the debug folder https://drive.google.com/file/d/0B-rAar9E1RhDd3FUT2xEeldlZ1U/view?usp=sharing you are probably missing exe files[deleted by accident or anti-virus software]
