When you hear that an actor of Hauer's calibre has lent his voice (and likeness) to a game, you expect to hear top tier voice acting. So when, instead, you hear incredibly mediocre voice acting, you wonder what was going on behind the scenes.
I think a similar thing happened with Peter Dinklage in Destiny. Although I don't play it, I remember hearing Game of Thrones fans saying how disappointed they were with Dinklage's performance in Destiny when it released. I heard more than once from different people that it sounded like he "phoned it in".
Maybe it was the same here. Or maybe, considering Hauer died not long after making this, the guy just wasn't at the top of his game. :/
