I've verified my files, and in task manager nothing is running that isn't part of Windows or Steam.
I have no antivirus installed.
Sound works for every game I've played recently except this one.

Please disconnect all bluetooth and USB devices besides your keyboard and mouse from your PC and restart your computer.
Then, click the 'START' (Windows symbol) from the bottom left corner of your screen and type in %temp%, then press Enter.
Clear out all of the contents from that folder.
Next, press ctrl+alt+del to open your Task Manager. Open the Processes tab and end all processes that are not Windows required besides Steam.
Then, right click Observer from the Steam Library menu and select Properties. Under the Local Files tab, select Verify Integrity of Game Cache. Once that completes, relaunch the game.
Also, double check SLI is disabled within your Nvidia control panel.
