What menu do you put the panty cheat in?

Can confirm the cheat still does work & unlocks achievement.

Game controller: At the menu after loading a save (HOLD) L + R (WHILE HOLDING) ↑ ← → ↓ ↑ → ← ↓ ↑ → ↓ ← ↑ ↑ ← ↓ → ↑

I tried quite a few times too, when it unlocks a pop-up screen will confirm. I had to do it quite a bit faster than I normally was doing it, and make sure when you press the directionals, its only the one press, not accidently more. Keep trying guys, I got it literally just now. Cheers ^_^

RJAnderson, I can confirm it too. A cheat is work and unlocks achievement. Just did it by myself, thks.

I can also confirm, I tried it with keyboard and nothing worked (probably because I didn't do it fast enough). Which then I plugged in my controller and it worked as a message popped up on the main menu screen saying that I unlocked all the panties.

sorry for necro, but if you're struggling turning down the framerate to 30 in settings makes it a lot easier
