Can't find fourth quarter pie shaped puzzle piece

We have 3 of the 4 pieces of the key that opens the little box with the 3rd key for that tower in the center of the main plaza area. Where are all 4 pieces located?

That depends on which keys you already have. Most likely you're missing the one in the area of the watchtower (that took me the longest to find but I believe the devs made patched this one to be easier to find). Did you get all the keys from the three round discs that are activated with the light beam from the top of the Mechanics?
