How do you repair hull?

I have the Axeman skill and planks on my ship but cannot find the option to repair hull.
I've looked at the list on the right, where Throw Barrel and Drink Rum are listed.

I'm attacking a port; is the option to repair available during battle?

If you have planks on your ship look on the lower left for a saw looking icon and click on it. (If your on a mission or open sea)

If your in port click on the ship looking icon in the top right and then click on the saw icon.

Pretty easy to see what you can repair from there..
