Having trouble getting Wizarro to read the Cipher (Spoilers)

I've been trying to recreate the clues that lead to the secret ending in my own playthrough, but for some reason Wizarro keeps asking to see the cipher.

I have the cipher.cipher file in the SaveData folder. I've tried using it as a blank file, I've tried using with the S@XXXX@R177A|XXXXXXXXX|$XXXX$XXX$$@d051 code in it, and the S@rsap@R177A|092X57333|@2734$666$$@d051 code in it, as these all apparently result in different dialogue from him, but Wizarro won't read any of them.

Do I need to finish the area and come back? is cipher.cipher saved to the wrong place? Why won't the game read this file?

Quick question, is it the file name cipher and its a .cipher file, or is a .txt file named cipher.cipher ?

Make a cipher.txt with the contents simply being S@rsap@R177A|092X57333|@2734$666$$@d051

save this, and then change the .txt to .cipher, and put it in either the folder with the executable, or the Game_Data folder
