(It doesn't work for me, but I have Win10. Someone must be luckier, right?! :)
Checked. Yes, "native" BF installer works perfectly. Seems, something with Steam integration came into way.
There should 2 files in the directories called "Activatorfile.exe" and "Madame Fate.exe".
Right click on "Madame Fate.exe" and hit properties. Go to Compatibility tab and make sure you check Disable Fullscreen Optimizations.
Repeat the above step for "Activatorfile.exe" and the game should run fine when you run it.
My guess: either you did something else that missed in this solution, or problem is more complex. Like, screen resolution, videocard type or drivers. What card do you have, Tom?
My graphics card is RX 5700 XT with latest drivers.
What exactly is the problem you're having?
Huh, and as test shown, steam integration doesn't work for it at all - no F12, no overlay hotkeys. It enabled in properties, I checked. Moreover, if there is no WinXP compatibility set, game cannot be gracefully closed - Steam stays in "game is running" state, and I can only close whole Steam client to force it closed. *shrug* Well, I suspected that Steam integration is the main reason here right from the start. Because versions without it (from the Big Fish site directly, or from old shareware Reflexive version) works just right.

Here you are. I bet, as I have GF970, it's the reason. But strange, yes.
Setting the desktop resolution to 1366x768 or lower has worked so far.

Edit: This was on windows7
