legolas is top tier for me. 1 dmg every round is really really strong.
I feel the best Hero in game right now is Arwen she's a bit weak but her healing ability is unmatched.
I've run a Gimli, Arwen, Eowyn deck that i really liked. What you lose out on with Aragorns extra attack you can make up with support cards since you aren't spending that extra 1 resource every round on Aragorn or deciding what the trade off is playing a card and not using it for aragorns extra turn.
Legolas and faramir have their uses as they are both ranged and a lot of enemies have guard but they would always be a second choice to me.
Haven't tried tom took or Dwalin especially since Dwalin seems counter intuitive to me in a game that rewards you for having full health and then givia heroe that is only effcient when he is badly damaged

Of course some heroes are good for just about everything, so I agree that Aragorn is top tier, but Arwen is pretty bad against more aggressive and creature based encounters.
Eowyn is up there with Arwen because she is cheap and can hit objectives or battle enimes depending on what is needed.
Legolas is highly useful when it comes to battles. 1 auto damage every round is amazing. Through stalwart on him and a weapon and armor and you have the best battler right there. (Could be argued that Gimli is better for battles but keep reading)
Faramir is a pretty decent hero for battling. If the quest needs more fighting I would use Faramir over Eowyn. You get to keep green cards and have much better battling hero who can get you card draw. I have found that in the hard copy game card draw wins the game for you. This game already gives you 2 cards per round.
Gimli gains 1 attack after someone gets hurt making him a 3 damage hero. I say Legolas is better because Legolas too is also esstentially a 3 damage hero because of his 1 auto damage. Gimli does make for a great guard every turn. If I needed a 2 red hero deck they would pair together nicely.
Aragorn is mid-low teir. His threat starts out too high for me. However I would use him over Dwalin if I am trying to get purple cards out. His power is also nice *IF* you have an extra coin to use. I like to keep cheap cards in my deck so I never have any coins.
The scoring system makes Dwalin almost useless beacuse he gets better with more damage on him so unless you have found a way to heal him a ton right before finishing the quest your are missing out on points.
Tom.......cool that he can negate the 1st attack......use a chump ally to block and you have done the same thing with the added bonus of hurting the enemy if you blocked with an ally that has attack power. His low threat is nice but for 1 more you can use Eowyn who is miles better than Tom.
How does Arwen unlock blue cards ?
Tier 1 (strong on their own / with their own color):
- Legolas (dmg ping and easy 3 ranged with Warriors sword = lots of dead 4 hp enemies while he does not care for the Guard keyword)
- Tom Took (canceling 2-4 dmg each turn saves alot of resources for blockers and makes event-heavy decks possible at all. Also grants access to Star brooch and threat reduction and questing power.)
Tier 2 (good on their own or strong with other spheres' cards)
- Aragorn (Double use his 4 stats from the beginning if in need, high HP, good allies sphere)
- Arwen (3 WP is a beast, also a weaker but more n00b-friendly Tom-Took-effect)
- Eowyn (Easy to double use her 5 stats due to star brooch, grants acces to threat reduction)
Tier 3 (other heroes do stuff better, but worthwhile with certain strategies)
- Gimli (Insane damage with dwarven axe and some ready effect (helloes Spirit or both tactics events) makes him the only enemy killer you need - only in here instead of T2 because unlike Legolas he actually takes dmg from Guards, thus needs healing)
- Dwalin (Insane with dwarven axe when low hp, needs healing to keep his stats stable. Despite Gimli doing more from the start, access to good allies and 6 in-sphere straighteneing effects pushes him up from t4)
Tier 4 (other heroes do stuff better, hard to use with strategies)
Faramir (Legolas hast same Ranged attack power, just 1 less hp but 2 less threat. The extra card is not useful in expensive green and esp. with 2 draw/turn and mithrandirs advice or record keeper easy to get - he was busted in 1-draw-beta but just sucks now. Saving grace: access to healing if you dont want to run Arwen)
Tier 5 (useless)

I'm kinda please that there is no really useless hero, and also that some like Took aren't that obvious at first.
Would love to see Faramir changed though. Either reduce his starting threat to the same as Legolas, so he does not lok as weak compared to him, or rework his ability again.
E.g. Vanquish granting +1 resource when killing an enemy might make him worthwhile running in a high cost Lore deck. Or let Vanquish reduce Saurons resources by 1, that would fit the idea of "Ranger killing dudes silently, thus draining Saurons reinforcements".
